Sheng BI graduated from Huazhong University of Science and Technology with his major in Business Administration. He has been engaging in financial investment for more than 20 years, accumulating rich experience in capital investment.

In 2002-2006, BI served as assistant to President of China Huawen Investment Holding Co., Ltd., participated in the acquisition (holding) of Dacheng Fund, Chinese Business View, Hangzhou HYATT Hotel and Ping An Insurance's directional add-issuance, and led the restructuring of Beijing Tianhong Group.

In 2008-2009, BI served as the Head of the Preparatory Group of PICC Financial Holding & Investment Co., Ltd. As Plenipotentiary of PICC, he led the overall acquisition of Huawen Holdings, and took over the core financial assets of Zhongtai Trust, Dacheng Fund, United Securities, Guangdong Securities, Guoyuan Trust, Huawen Futures, Maike Futures and Rick Futures. He also participated in and led the establishment or reorganization of several government funds and listed company funds, with a total capital of more than CNY 100 billion.

In 2011, BI founded TXR-S Technology Investment Group Co., Ltd. (hereinafter referred to as "TXR-S") and has served as Chairman of the Board of TXR-S. TXR-S is his industrial innovation in the key national strategic areas. It equipped with high-quality R&D teams in the fields of general power, new energy vehicle, aerospace, special materials, renewable energy, has delivered practical and industrialized technical payoffs.
